According to a statement released on the 5th by the Oregon Department of Justice, Oregon, along with 23 other states, has filed a lawsuit in the U.S. Court of International Trade seeking to block the new tariff measures recently announced by the Trump administration.

The statement said that for over a year, the Trump administration has imposed tariffs without legal authorization, causing chaos in the U.S. economy. Two weeks ago, the U.S. Supreme Court ruled that the Trump administration's previous imposition of tariffs on products from multiple countries under the International Emergency Economic Powers Act was illegal. Following the ruling, President Trump did not accept the defeat and instead invoked Section 122 of the Trade Act of 1974, announcing a 15% tariff on most global products.

The statement pointed out that this provision only applies to specific circumstances such as "large and serious balance of payments deficits," and a trade deficit is not equivalent to a balance of payments deficit, meaning Trump has once again acted illegally. This action undermines the constitutional principle of separation of powers and violates the Administrative Procedure Act.

The statement also noted that a recent analysis by researchers at the Federal Reserve Bank of New York indicates that by 2025, approximately 90% of the "tariff costs" in the U.S. will be borne by American consumers and businesses, and Trump is continuing to pursue failed economic policies. Experts estimate that in Oregon, the new tariff measures will increase the annual living costs of the average household by over $1,200.

In addition to Oregon Attorney General Dan Rayfield, the attorneys general of Arizona, California, and New York are also leading the lawsuit. Furthermore, attorneys general from more than a dozen states, including Colorado and Connecticut, as well as the governors of Kentucky and Pennsylvania, have joined the lawsuit.
