The first batch of relaxed trade management goods clearance policies for the Hainan Free Trade Port have been officially implemented.
On the 18th, Haikou Customs announced that the first batch of goods under the Hainan Free Trade Port's policy of easing trade restrictions and eliminating import licenses has successfully completed customs clearance procedures at Sanya Customs. This marks the official implementation of the policy, injecting new momentum into reducing costs and increasing efficiency for foreign trade enterprises and facilitating smoother industrial chains.
This batch of goods includes food processing equipment such as cocoa bean roasters and roasting machines, which fall under the exception measures catalog of the "List of Goods and Items Prohibited or Restricted from Import and Export in the Hainan Free Trade Port." Enterprises importing these goods are exempt from submitting import licenses. Leveraging the Hainan Free Trade Port's smart regulatory platform, enterprises can declare without obstacles, while customs implements intelligent supervision. The platform automatically creates accounts and records data, significantly simplifying customs clearance procedures and substantially reducing enterprises' time and compliance costs.
The head of the importing enterprise, Keke Yan (Hainan) Catering Management Co., Ltd., stated that after the policy of easing trade restrictions for used mechanical and electrical products took effect, there is no need to apply for import licenses. Enterprises only need to select "49 - Hainan Free Trade Port Eased Trade Restrictions" on the single window platform, greatly reducing declaration time and costs, and enabling equipment to be put into production and operation more quickly.
Implementing eased trade restrictions and promoting trade liberalization and facilitation are important measures for customs to serve high-level opening-up. In the next step, Haikou Customs will continue to focus on core policies such as easing trade restrictions, zero tariffs, and exemption of tariffs on value-added processing, continuously optimizing regulatory services, strengthening risk prevention and control, and promoting the effective implementation of more Hainan Free Trade Port opening policies.
