Hebei issues the 2026 Industrial Energy Conservation and Carbon Reduction Diagnosis Service Guidance Plan.

To the Bureau of Industry and Information Technology of each city (including Xinji and Dingzhou):

In order to further improve industrial energy efficiency levels and promote carbon peaking and carbon neutrality in the industrial sector, in accordance with the unified deployment of the Ministry of Industry and Information Technology's "Industrial Energy Efficiency Improvement Action Plan," we have formulated the 2026 Industrial Energy Conservation and Carbon Reduction Diagnosis Service Guidance Plan. It is hereby issued to you, and the relevant work is notified as follows.

I. Strengthen organizational guidance and complete diagnosis tasks with high quality

In 2026, a total of 82 industrial energy conservation and carbon reduction diagnosis service agencies across the province plan to provide free energy conservation and carbon reduction diagnosis services to 450 units, including 447 industrial enterprises and 3 industrial parks (see the list in Attachment 1). Please guide the Bureau of Industry and Information Technology of each city to strengthen the docking between enterprises and industrial energy conservation and carbon reduction diagnosis service agencies. Following the principles of diagnosing all that should be diagnosed and ensuring quality, organize and implement the energy conservation and carbon reduction diagnosis work according to the plan, accurately grasp the work progress, and timely coordinate and solve problems and difficulties encountered in the work. If there are special circumstances that prevent the diagnosis tasks from being completed on time, please explain the reasons to the Provincial Department in a timely manner and make adjustments as appropriate.

Industrial energy conservation and carbon reduction diagnosis service agencies must effectively improve the quality of diagnosis services, help enterprises identify energy efficiency shortcomings and weak links, compile high-quality energy conservation and carbon reduction diagnosis reports, and propose more practical and feasible energy conservation suggestions. Adhere to the public welfare nature of diagnosis services; third-party service agencies must not charge fees to the units being diagnosed, must not disclose the trade secrets of the service objects, and upload the diagnosis reports to the "Green Manufacturing Public Service Platform" (https://www.gmpsp.org.cn) as required. All industrial energy conservation diagnosis service agencies are requested to strive to complete the diagnosis work and upload the diagnosis reports before the end of October.

II. Strengthen the application of results and ensure overall coordination and combination

Industry and information technology competent departments at all levels should focus on summarizing energy conservation diagnosis suggestions and cases. Combining with large-scale equipment updates, energy conservation and carbon reduction technological transformations, energy conservation services entering enterprises, and the promotion of energy conservation and carbon reduction technology equipment products, organize industrial energy conservation and carbon reduction diagnosis service agencies, energy conservation and carbon reduction service units, key energy-using equipment suppliers, etc., to carry out supply-demand docking and production-demand docking with relevant enterprises, providing in-depth services for corporate energy conservation management and energy conservation and carbon reduction transformations. Coordinate the synergistic cooperation between energy conservation and carbon reduction diagnosis services and the construction of green benchmarks such as green factories and water-saving enterprises to form a joint work force.

III. Do a good job in sorting and analysis, and submit work summaries

After the completion of industrial energy conservation and carbon reduction diagnosis services, please ask the Bureau of Industry and Information Technology of each city to conduct a comprehensive summary of the industrial energy conservation diagnosis services in terms of diagnosis quantity, completion quality, data analysis, and enterprise feedback. Submit the work summary report (see Attachment 2 for the format) to the Provincial Department of Industry and Information Technology (Division of Energy Conservation and Comprehensive Utilization) before December 15, 2026. Our Department will organize the selection and publication of excellent diagnosis cases according to the work progress, and selectively recommend excellent diagnosis cases to the state.
